The Candle,

first I use gradient in the shape of candle.
use of multiple various layers in flame with blending mode outer glow effect.

Select "candle" layer, press ctrl+shft+n for creating new layer, name it   and set blending mode to multiply .

Apply some bursh tools about 20% capacity

Gaussian blue effect apply  18 radius a new white layer
